Prof. Desislava Yosifova, D.Sc.

BIOGRAFHY

Professor in the Department of Economics and Accounting in Transport.

Main lecture courses: Bank and budget accounting, Management accounting, Corporate finance, Tax and customs control, Audit, financial and audit control, Financial management and others.

Interests:

1. Accounting, finance, financial analysis and budgeting in enterprises from the transport and other industries of the real and public sectors 2. Financial and management accounting; banks and bank accounting, bankruptcy recovery of enterprises from various industries Author of over 200 publications in English, Russian and Bulgarian in specialized scientific publications abroad and in our country in the field of economics. Author of 12 studies, 4 monographs and 6 textbooks and teaching aids. Over 40 reports presented at scientific forums. Has numerous memberships and participations, chairs various national interdepartmental councils and government commissions. She has specializations and certificates in the field of international standards for financial reporting, management, reporting and auditing of projects, etc. She is engaged in consulting activities for the development and implementation of projects under the EU Operational Programs, projects under the European Executive Agency for Education, Audiovisual and Culture, the Financial Mechanism of the European Economic Area, the National Recovery and Resilience Plan, etc. She was a lecturer-trainer under the Operational Program “Transport” on “Principles of Management and Restructuring of Railway Companies” and “Management of Project Documentation under the OP “Transport” for training managers and experts from the Directorate “Strategic Development and Investment Projects” of the “National Railways Corporation”.

Professional development:

  • since January 2025 – Chairwoman of the General Assembly of Todor Kableshkov University of Transport;
  • since 2022 – Professor at the Department of “Economics and Accounting in Transport”;
  • since 2011 – Associate Professor at the Department of Economics and Accounting in Transport of the Todor Kableshkov University of Transport;
  • from 1997 to the present – ​​lecturer at the Department of Economics and Accounting in Transport of the Todor Kableshkov University of Transport, successively as assistant, senior assistant, chief assistant, associate professor and professor;
  • 2013 – 2021 – lecturer at the Higher School of Insurance and Finance, where for 2 terms he was the head of the Department of Accounting and Audit;
  • August 2014 – February 2017 – Deputy Minister of Defense, with responsibility for: management and control of the budget and resources of the Ministry of Defense and Bulgarian Army, management and control of commercial companies with the Minister of Defense as the principal and management of investment projects of the Armed Forces of Republic of Bulgaria;
  • August 2014 – January 2016 – member of the Monitoring Committee of the Operational Program “Innovation and Competitiveness” with  managing authority Ministry of Economy, where she was the first representative of the Academic Community in supervising the implementation of this operational program;
  • 1999 – 2005 – part-time lecturer at the University of National and World Economy.

She was Chairperson of the Program Council for Management of the Military Budget of Republic of Bulgaria in the Ministry of Defense and Chairperson of the Advisory Council for Project Management to the Minister of Defense.

She was a department head and exercised general control over the Military Repair Plants of the TEREM Holding, as well as all other commercial companies with the Ministry of Defense as a principal.

She was a member of the Security Council of the Council of Ministers, of the Interdepartmental Council for Defense Industry and Security of Supplies to the Council of Ministers, of the Council for State Reserves and Wartime Stockpiles, etc.

She was department head of the Institute of Defense “Prof. Tsvetan Lazarov”, Military Medical Academy /MMA/ and other structures.

Education and academic growth:

  • 1996 – graduated from the University of National and World Economy, majoring in “Accounting and Control”;
  • 2006 – defended a dissertation for the ONS “Doctor” in the field of Accounting, Management and Supervision of Banks, before the SNS of the VAK;
  • 2023 – defended a dissertation for the scientific degree of Doctor of Sciences.
